English as regional language for Kirovograd - we can do it!

Hi folks!

I'd gladly appreciate if we collect 10% for English as regional language here)
Let it be the best trick with our new legislation - and the most useful one ...

P.S. Sorry for mistakes if any)

If for you that 10 percents of the inhabitants Kirovograd there is feels the english by native language, then you has a chance.

Well, ... if we start play with officials we should use the law - in all its aspects.
Moreover we must follow the law - and promote authorities to apply it.

What could we say about 'native language'? - there are several points, let me mention them:

Based on origin: the language(s) one learned first (the language(s) in which one has established the first long-lasting verbal contacts) - first language, mother tongue, arterial language, or L1;
Based on internal identification: the language(s) one identifies with/as a speaker of;
Based on external identification: the language(s) one is identified with/as a speaker of, by others - etnic, national, due to migration;
Based on competence: the language(s) one knows best - by the way language used in court for trial;
Based on function: the language(s) one uses most.

But all these contrived piles of meanings are mirrored in legal language in strict statement: "рідна мова - перша мова, якою особа оволоділа в ранньому дитинстві;" ( ...

I dislike such definition. In internal identification I trust.
But who can contradict me if I say that my native language (first & arterial) is English?

But in real world English will help our authorities a lot - and all town would appreciate it. Really. It would be a great benefit for us.

The thing is that persons to vote are our deputees and they don't give a f*ck about it. They will vote for russian only and it won't really metter Цитата:

In our case 10% is about ~20-25K. It is unreal for any political party. If we collect so many signs they have to react in some way. Even online.
It sounds like a crazy idea but it is possible just because it's crazy)
